In the qualitative, physical analysis information was collected and spatially analyzed by the secondary analysis method. According to the results, the spatial distribution of culture in Arak is inefficient and unequal, and the urban planning system in the areas of Arak and among residents is seriously deficient. در این مقاله شهر را به مثابه "سازمان ارتباطی و اجتماعی تولیدِ فرهنگ" در یک بافتار اجتماعی- فضایی در نظر گرفته شده که در تحلیل این سازمان (تولید، توزیع و مصرف)، صورت‌های نمایانِ کنش‌ فرهنگی همچون مصرف فرهنگی، بر ﺭﻭﻱ ﻋﻠﻞ ﻏﻴﺮﻓﺮﻫﻨﮕﻲِ ﺍﻣﻮﺭ ﻓﺮﻫﻨﮕﻲ همچون اقدامات توسعه شهری شامل سیاستگذاری، برنامهریزی و اجرا در تخصیص و توزیع امکانات فرهنگی قرار دهد تا بتواند به فهمِ الگویِ عدالت فرهنگی در شهر دست یابد. روش این مطالعه ترکیبی بوده که در بخش کمی، جمعآوری دادهها با ابزار پرسشنامه و با شیوه نمونهگیری متناسب با حجم انجام شد. در بخش کمی جمعآوری اطلاعات مربوط به مطالعات کالبدی با تحلیل ثانویه انجام و پس از آن مکانی گردیده است. طبق نتایج، توزیع فضایی فرهنگ در شهر اراک، ناکارا و نابرابر و با کاستی جدی در نظام برنامهریزی شهری در شهر اراک در مناطق و بین شهروندان ساکن مواجه میباشد.
