The dialectic of the doctrine of free flow of information

Abstract
The doctrine of the free flow of information has been one of the most contentious issues in international communication for more than a few decades. Since its inception, it has always had a variety of conflicts and agreements on various issues from a dialectical point of view, and although it has had many supporters among the North countries, it has also faced stubborn opposition in the South. In this research, an attempt has been made to critique and examine these conflicts and agreements from the point of view of proponents and opponents, using a phenomenological approach and a descriptive-analytical method, by presenting legal documents. The results show that many legal documents in international laws and charters emphasize the right to freedom of expression and thought and their right to free access to information. However, technological inequalities in the world, instead of the balanced institutionalization of the free flow of information in the world, have led to the formation of an unbalanced and one-way flow of information from the North to the South. However, the current technological hardware and software infrastructural inequalities in the world have not only failed to achieve a balanced institutionalization of the free flow of information globally but have also exacerbated its unbalanced dimensions, being strategically utilized by more affluent nations. It has reached the limit of subverting the official and political governments of independent southern countries and creating national and security crises in them. One of the most important consequences of this one-way flow is the hegemony and cultural domination of the northern countries over the south, which have exposed the southern countries to cultural transformation using media and media products. It has provoked critical views from many prominent Western thinkers and is known as cultural imperialism.
