بررسی روند سیاستگذاری و اقدامات راهبردی تشکیل دولت الکترونیک در کره جنوبی (سالهای 1998-2022)

چکیده
زمینه و هدف: دولت الکترونیک یکی از پدیده‌های مهم حاصل از به‌کارگیری فن‌آوری اطلاعات و ارتباطات است که تحولات عمیقی را در شیوه زندگی بشر امروزی ایجاد کرده است. با نگاهی به کشورهای موفق درمی‌یابیم دولت الکترونیکی تا چه حد توانسته است هزینه‌های عمومی را کاهش و کارایی و اثربخشی کنترل و مدیریت سیستم‌های عمومی را به حداکثر برساند. برای ایجاد تحول بنیادین در سازوکار انجام امور در دولت و تغییر رابطه دولت با شهروندان و سایر اجزای جامعه مدنی توسعه دولت الکترونیک یک ضرورت است. بنابراین انجام پژوهش برای پیاده‌سازی مطلوب در این حوزه مهم است. هدف این پژوهش تحلیل و بررسی فرایند سیاست‌گذاری کره جنوبی در این زمینه است تا به اقداماتی که آن را در زمره موفق‌ترین کشورهای جهان در زمینه دولت الکترونیک قرار داده، اشاره می‌شود.
روش پژوهش: روش توصیفی- تحلیلی بر پایه مطالعه اسنادی است که اقدامات پنج رئیس جمهور کره جنوبی در زمینه دولت الکترونیکی بررسی شده است.
نتیجه: تشکیل کمیته‌های موقت در دوره‌های خاص ریاست جمهوری، تصویب قوانین برای تشکیل یک ساختار حاکمیتی محرک همراه با بودجه کافی برای اجرای دولت الکترونیکی، تهیه یک طرح جامع هر پنج سال توسط دولت برای حصول اطمینان از خدمات دولت الکترونیکی ارائه‌شده که شامل آخرین فناوری‌های موجود و با در نظر گرفتن نیازهای در حال تکامل شهروندان، سرمایه‌گذاری دولت برای توسعه دولت الکترونیکی از طریق آموزش فناوری اطلاعات برای شهروندان و کارمندان دولت از سیاست‌های دولت الکترونیکی کره است. تنظیم مقررات، پرورش ایده‌ها از مردم، تهیه یک طرح جامع بر اساس ایده‌های مردم، سازمان‌ها و بخش خصوصی، مشارکت کلیه دستگاه‌های اجرائی، اجرای برنامه برای جامعه، سرمایه‌گذاری در بخش‌های مختلف به عنوان مراحل استقرار دولت الکترونیک پیشنهاد شده است. پیشرفت دولت الکترونیکی مستلزم اجرای فعال سیاست‌های بین وزارتخانه‌ای ازجمله متنوع‌سازی اطلاعات سیاست‌ها، گسترش اشتراک‌گذاری پایگاه‌های داده‌های اداری و ساخت و اجرای یک مدیریت دانش است.

چکیده English

E-government is one of the important phenomena resulting from the application of information and communication technology, which has created profound changes in the way of life of today's human beings. By looking at the successful countries, we can see to what extent the electronic government has been able to reduce public costs and maximize the efficiency and effectiveness of control and management of public systems. To fundamentally change the way the government operates and improve its relationship with citizens and civil society, the development of e-government is essential. This research aims to analyze and examine South Korea's policymaking process in this field in order to refer to the actions that have made it one of the most highly successful countries in the world in the field of electronic government.
 The descriptive-analytical method is based on the study of documents that have examined the actions of five presidents of South Korea in the field of e-government.
 As the results indicate, establishing temporary committees during certain presidential terms, passing laws to form a stimulating governance structure with sufficient funds for the implementation of e-government, and preparing a comprehensive plan every five years by the government to ensure e-government services provided that includes the latest technology considering the evolving needs of citizens, the government's investment in the development of e-government through information technology training for citizens and government employees is one of Korea's e-government policies. Regulating regulations, cultivating ideas from people, preparing a comprehensive plan based on people's ideas, organizations, and the private sector, participation of all executive bodies, implementation of programs for the community, and investment in various sectors are suggested as stages of e-government establishment. The development of e-government requires the active implementation of inter-ministerial policies, including the diversification of policy information, the expansion of sharing of administrative databases, and the construction and implementation of a knowledge management system.
